An excavator is at Nobbys Beach. The carcass could be cut up and taken away by truck, however council is debating whether to move it above the high tide mark and attempt to tow it out to sea once again.
People are urged to stay clear of the beach, which is closed to public access until further notice.
All beaches from Town Beach to Lighthouse Beach remain closed as a number of large sharks have been spotted offshore. Beaches will be closed again on Tuesday (September 19).
The whale was carrying thousands of whale lice, or cyamids, that are a crustacean species that feed on whale skin and rely on being underwater to survive.
A spokesperson for Office of Environment and Heritage said any risk to people and dogs on the beach from the lice is extremely low.
